URL encode/decode

Percent-encode or decode a string for URLs. mode: encode (default) or decode. component: true (default) uses encodeURIComponent semantics.

The response is HTTP 402 Payment Required with exact payment requirements. Any x402 v2 client pays automatically and retries:
