Never above the ceiling you saw first.
Every call to the metered route (POST /v1/metered/chat/completions) is quoted from its own body before payment. A buyer whose client speaks the upto scheme (pay for what the call used, up to the quote), or who pays by card, settles what the call actually used, never more than the quote; an exact payment settles the quote itself. The ledger records both numbers per settlement. Our own canary row links its settle transaction on-chain; an outside buyer's transaction is not listed, because a hash names its payer.
